Jerome Williams

President & COO

Mr. Williams brings over 25 years of progressive experience in federal contracting, cybersecurity, and enterprise IT management. As President and COO of VMGTS, he is responsible for the company's overall expansion and sustainable growth, developing and executing strategies that have positioned VMGTS as a trusted cybersecurity partner for federal agencies.

Prior to founding VMGTS, Mr. Williams served as Director of Federal Civilian at CACI for over 14 years, where he demonstrated exceptional management expertise in enterprise-wide applications, infrastructure support, software development, and network operations. During his tenure, he successfully delivered more than $250 million in contract awards across DHS EAGLE, FBI ITSSS, and DOJ ITSS-4 vehicles, managing 150+ employees supporting the Department of Justice, Department of Treasury, Department of State, and Department of Homeland Security.

Mr. Williams holds an MBA from Franklin University, a Bachelor of Science in Information Systems, and is a certified Project Management Professional (PMP). He maintains DOD Top Secret, DOJ Public Trust, and DHS/CBP Suitability clearances, enabling him to support the most sensitive federal programs. His expertise spans strategic growth planning, market analysis, cross-functional collaboration, and building high-performing teams focused on delivering secure, mission-critical solutions.

Cordero Fowler

CEO

Mr. Fowler brings over 15 years of progressive engineering and cybersecurity experience to his role as CEO of VMGTS. As a results-driven executive, he specializes in overcoming complex business and IT challenges, salvaging and strengthening customer relationships, and transforming behind-schedule, risk-intensive projects into successful deliverables. His unique combination of technical expertise and business acumen has been instrumental in establishing VMGTS as a premier cybersecurity provider.

As a seasoned IT Security Manager, Mr. Fowler has extensive experience conducting technical evaluations and recommending security improvements for federal agencies. His expertise encompasses vulnerability and risk assessments, network security architecture, security control implementation, and the design of information system contingency plans that ensure appropriate protection levels while minimizing operational impacts. He has successfully led cross-functional teams in implementing zero-trust architectures and advanced persistent threat (APT) defense strategies for mission-critical systems.

Mr. Fowler holds an MBA with a concentration in Information Systems Security and maintains both CISSP (Certified Information Systems Security Professional) and PMP (Project Management Professional) certifications. His technical proficiency spans enterprise security frameworks including NIST, ISO 27001, FISMA and CMMC, while his leadership experience includes managing multi-million dollar security transformation initiatives and building high-performance security operations centers. Under his technical leadership, VMGTS has achieved a 100% client retention rate and maintained zero security breaches across all managed environments.
